Payment to a parent who spent quarantine with his or her child


The National Insurance also pays the employer quarantine benefit for parents required to look after a child under 16 who stayed in quarantine, or for a child over 16 if he or she requires personal assistance due to a disability, and in accordance other conditions entitlement detailed in this link.

Useful information! For a parent who looks after his or her child in quarantine, full quarantine benefits will be paid even if the parent is not vaccinated.

In certain circumstances detailed hereafter, a vaccinated/recovering parent who watches over his or her child aged up to 12 or over a helpless person infected with Corona, will be entitled to quarantine benefits. 

What actions are required?

  1. Declaration of quarantine to the Ministry of Health: The parent must declare the quarantine period to the Ministry of Health. If the parent is vaccinated or recovering, and thus not obligated to self-isolation, the quarantine period must be reported to the Ministry of Health under the child's name.
  2. Declaration completed by the parent: For quarantine periods that began from 5.8.21 onwards, the employer is liable to receive a declaration from the parent stating that he or she stayed in quarantine and looked after during that time. The statement of approval from the Ministry of Health regarding the quarantine must be attached. To download a declaration form (in Hebrew), click here.
    Please note that if one parent was in quarantine with a child – sections 1,2,3 of the declaration must be filled out. If both parents were in quarantine alternately – sections 1,2.4 of the declaration must be filled out.
  3. Submission of a quarantine benefit claim: After receiving the declaration from the parent, the employer must submit a claim for quarantine benefit and specify in the claim that a declaration has been received from the parent.

Splitting a child's quarantine period between two parents

Vaccinated or recovering parents who are required to stay in quarantine with their child from 5.8.21 onwards, can split the quarantine period between them, and a quarantine benefit will be paid for them.

In this case, each parent must provide a declaration to his or her employer detailing the days he or she looked after the child, and those the other parent did. The statement of approval from the Ministry of Health regarding the quarantine must be attached.

Please note, for the first day of quarantine – the employer does not receive any payment, the declaration shall therefore specify which parent looked after the child on the first day of the quarantine period. The National Insurance will cut the first day of quarantine for the first parent only and not both parents.

The child's quarantine period will be recognized as one continuous period for the whole family, and the quarantine benefit will be paid to each employer according to each parent's days of absence.

Retroactive payment to a vaccinated or recovering parent

For a vaccinated or recovering parent who cared for his child during quarantine - a 100% quarantine benefit can be obtained retroactively from 1.1.21, if the child's quarantine period was reported to the Ministry of Health in real time.

A quarantine benefit claim for a retroactive quarantine period that began from 1.1.21 to 4.8.21 (inclusive) can be submitted to the National Insurance as of 15.10.21 and up to 15.12.21 only.

The compensation will be in accordance with the conditions of entitlement and payment that were in effect until 4.8.21.

A parent unvaccinated or unable to receive a vaccine

A parent not vaccinated or unable to receive a vaccine (according to a medical certificate), who looked after his or her child during quarantine from 5.8.21 onwards, is entitled to receive 100% of the quarantine benefit.

Please note, this parent will not be able to receive payment for a retroactive period, nor will he be able to split the quarantine period with the other parent from 5.8.21.

A parent vaccinated/recovering who watches over his child aged up to 12 or over a helpless person who caught the Coronavirus

A vaccinated/recovering parent who watches over his or her child aged up to 12 or over a helpless person who were infected with Corona - is liable to self-isolate under the Home Quarantine Order.
Quarantine periods under the this order are: between 8.8.21 and 12.10.21 and between 30.12.21 and 31.5.22, therefore quarantine benefits under this order will only be paid for days of quarantine occurred during these periods.
